Is The Department Of Homeland Security Buying Ammo To Wage War On Americans?

The author of the article referenced below makes some errors.  The use of hollow point ammunition is not necessarily a violation of the Geneva Convention; however, whether of not the use of hollow point bullets violates the Geneva Convention may be a moot point as the purchase of said ammunition was made by the Department of Homeland Security (DHS) and not the Department of Defense.  Obviously this ammunition is intended for use by civilian law enforcement and the use of hollow point ammunition is widespread in civilian law enforcement, not necessarily because it inflicts greater damage on the target but because it decreases the risk of injury to bystanders.  Hollow point bullets explode once they've entered the body and are far less likely to exit the body of the target and hit a bystander.

All that being said, the question still remains; why did the DHS secure a contract for as much as 450 million rounds of .40 caliber ammo?  That's a lot of bullets, certainly more than can be used by DHS.  It should also be noted, in all "fairness" to DHS, that what we may be witnessing is just another example of government waste, fraud and abuse and is not an indication that DHS has acknowledged the possibility that it may see the "need" to take up arms against American citizens domestically; but the fact that so much ammunition is being procured by DHS should raise eyebrows and make the article referenced below a worthwhile read.

    This issue is being done at the hands of 5 Billionaires. One of which is George Soros.
    Why is no one investing him. I don't know how he got into the United States, especially when he was in Hitler's Youth Army. He didn't like having everyone enjoying freedom so NOW he's doing it through our "QUOTE PRESIDENT."

  2. Hollow point does not explode! It simply expands in diameter. There is no explosive compound in the round. Moreover, officers should train with the same ammo they load for duty. The recoil profile is the same and the officers can guage the accuracy of their duty round. The real question is why is DHS allowed to have guns in the first place? Furthermore, the .40 Smith and Wesson is a pistol round. Fired from a pistol round chambered carbine, it is a round that might be viable out to 120 yards or so. It would not be my choice for waging war against citizens who have 5.56 mm and 7.62mm rifles. Even in relatively close quarters, a citizen with a shotgun would fare better against a pistol round.
